You need to upgrade to a hammer drill, or at the very least a cordless drill that is at least 14 v. Smaller drills just can’t handle material like that. Also, predrilling your holes will help.
Are you using steel or wood bits? Start with a small steel bit, to make a guide hole, then use a larger bit to make a hole smaller than the screws you are going to use.

Careful…. though it can be done as others have stated here, keep in mind that if you have new windows, drilling holes in them will void your guarantee…
brutus has it right. i use titanium or cobalt bits and do drill a pilot hole
