I saw them in a movie one time. Apparently, there are there pointy metal stars that are designed to put out tires (if a vehicle drives on them). What are they called?

Caltrops! They originated back when people rode horses, and the pointy metal spikes would make pursuers horses go lame if the people who were fleeing spread them out behind.
